Differential Psychology -- and its Politics

This weekly newsletter advances the ideas of the British social psychologist and Harvard professor William McDougall FRS (1870-1938). The Lancashire-born Anglo-Scot has been recognized by a leading Harvard historian as the major figure to have resisted the arrival of behaviourism, egalitarianism and environmentalism in psychology and anthropology (R. Pipes, 1999, Property and Freedom -- see McDNL 24 viii '99). McDougall believed in innate and inherited factors of instinct, purpose and ability; in race and sex differences; in three realms of reality (matter, mentality and knowledge -- cf. the later ideas of philosopher Sir Karl Popper); and in the liberty that he took the USA most especially to enshrine. McDougall was at once a classical liberal, an empiricist (even backing parapsychology research), an optimist (advocating voluntary eugenics) and a realist about human intelligence and personality. His boyhood dream was that he might have been one of the Pilgrim Fathers; and he had a lifelong proclivity for 'out-speaking' even though his own arguments with materialists and 'race slumpers' won him few friends in academia. CHINA PREPARES TO TAKE TAIWAN

The sage Sir Alastair Cooke devoted his BBCR4UK 'Letter from America' this week to the possibility that Red China will shortly invade Taiwan. In view of his previous prescience about oil price hikes, his message demands attention. Sir Alastair may well have some young friends who use the Net.

Preparations for war began five months ago, according to documents of the Chinese Communist Party's Central Military Commission that have been intercepted and published on the Net (www.insightmag.com). The Commission talks of the advantages of war and argues "the earlier the better." What is needed is said to be a "first fatal strike" against Taiwan. After the first few thousand deaths of its servicemen, the U.S. would arguably turn tail as it did in Vietnam.

Quite overtly, China's state-run People's Daily (2 iii '00) has carried articles touting the benefits of strategic partnership between Russia and China. This publication endorses little noticed negotiations between Moscow and Peking, which are exchanging top-ranking officials in preparation for a summit. As China's economy booms under pseudo-capitalism, its cash will be welcome in Russia in return for military hardware, nuclear technology and oil from the Caspian.

Opening the new session of the Chinese 'parliament' on Sunday, Prime Minister Zhu Rongi said China "would not sit idly by" if any "serious separation" occurred between China and its renegade province. In a speech to military delegates shortly after Zhu spoke, top general Zhang Wannian bluntly stated ``Taiwan independence means war.'' ``Splittist forces on the Taiwan island insist on having their own way, inflating themselves with foreign support, poisoning the minds of people and walking ever further down the road toward splitting the motherland,'' said Zhang, a vice-chairman of the Central Military Commission. On Saturday, Chinese President Jiang Zemin had threatened ``drastic measures'' if Taiwan delayed talks on reunification indefinitely.

{Although the USA maintains massive firepower in the area, it could be that it has just been bluffing. It ceased to recognise Taiwan as a country twenty years ago. After the USA's failures to achieve its objectives in Vietnam, Ethiopia and Kosovo, it might be reluctant to start blowing Chinese ships out of the water.
      When Messrs Blair and Clinton started bombing Serbia because it suited them to enjoy a casualty-free multicultural crusade, they at once embarrassed Russia and China and gave those countries a green light to proceed with their own choice objectives in their own backyards. It is now known that Russian preparations to destroy Chechnya (next stop: establishing Russian 'peacekeeping' troops in Georgia) began immediately Nato tried to impose its Rambouillet invasion package on Serbia.
      It will be no good U.S. Secretary of State Madeleine Halfbright or Britain's Foreign Secretary Robin Nookie ooops Cookie flying to Peking to offer a negotiated surrender. Under the new Pinochet Doctrine, established at the expense of UK£15 million by Britain, any country in the world has the right to arrest Halfbright and Cookie and try them for the illegal bombing of Serbia in 1999 which killed a thousand people.}

NEW LABOUR SPLIT OPENS UP

'Red' Ken Livingstone announced on Monday that he would stand as an independent candidate for election as Mayor of London. He said he had to choose between "the party I love" and "the democratic rights of Londoners"; and he accused Labour's chosen candidate, one Frank Dobson*, of 'ballot rigging.' Labour Party sources had intimated to Livingstone that even, if he persuaded Dobson to stand aside, Labour would not accept him as a candidate and would replace Dobson with another party hack.

The moment that Blairites have dreaded has thus arrived. 'New' Labour will expel Livingstone and any who join him; and it will play 'dirty tricks' on Livingstone. But the haemorrhage of Labour votes is expected to be massive. Many Conservatives, too, will vote for Livingstone since he seems the only person capable of providing headaches for Prime Minister Blair.

Blairites have the option of joining forces with Britain's Liberal Party -- which has been welfarist and untrue to its name for most of the twentieth century. But the position of 'affirmative'/ discriminatory PC in any shake-up of British politics is uncertain. Hardcore PC could even be abandoned to the Livingstonians -- for its party function was to hold together Labour's left and right in support of Emperor Blair, and this may now be impossible. Livingstone himself is thoroughly committed to all 'minority' causes; but even the Conservatives have done little to oppose PC -- invariably insisting they are 'anti-racist', even if without much enthusiasm.

* Mr Dobson was Minister of Health until Mr Blair told him he must try to become the Labour candidate for Mayor of London so as to stop Ken Livingstone's campaign. Dobson had done nothing to introduce choice within Britain's National Health Service and his 32-month period of office culminated in a hospital beds crisis. He now says he will work tirelessly to 'expose Livingstone and those who work him as posing serious dangers to the working people of London.' In line with New Labour authoritarianism, Dobbin says he will above all be 'tough on crime'; but he will have a problem of mixed messages since Labour has spent the last year -- in the aftermath of the Macpherson Report -- telling the Metropolitan Police to exempt Black youths from being stopped and searched. Like all other candidates in the election for the capital, Dobbin has been quick to endorse 'gay cruising' -- the practice of shirtlifters buggering each other on Hampstead Heath while everyone else, including any passing policeperson, looks the other way.

Judge: Birth Control or Jail

MONROE, Louisiana. -- Five years of birth control or up to 10 years in jail are the choices a Louisiana judge gave a 29-year-old mother of eight, who was convicted of abusing three of her children.
    The unusual sentence choice, which included her agreement not to reunite with her children during her five years on probation, was handed down on Friday to Kathy Looney of Monroe, in north central Louisiana, by state District Court Judge Carl V. Sharpe. Some news reports incorrectly stated she was given a choice between sterilization, which is permanent, and jail. Judge Sharp told Reuters that ``the word sterilization never crossed anybody's lips.''
    ….Court records show that the judge told Looney, a single mother, that medical intervention was needed to ensure she did not have more children for whom she could not care properly. She already has had five-year Norplant implants placed in her arm.
    ….Looney was convicted last May on three counts of cruelty to juveniles for ``excessive corporal punishment'' on the children, ages 10, 7 and 6, in December 1998. All of the children have been taken into state protective custody and parental rights have been terminated on several of the other five to allow them to be adopted….

EGALITARIAN IDEOLOGUE BULLIES SCHOOLTEACHERS

In desperation over Britain's useless state secondary schools, blind Education Minister David Blunkett has announced he will close schools that cannot push even 5% of their pupils to achieve reasonable Ordinary Level exam results at age 16. Blunkett dares not consider the fact that some schools have higher-IQ children than do others and his move adds to bullying that is now making British 15-17-year-olds take one examination per month in order to terrify all parties; however, in a step in the right direction, Blunkett has said he will compare 500 current 'sink' schools with a benchmark 175 schools whose pupils come from poor homes (one-third being entitled to free school meals). Though Blunkett dare not introduce fast track learning, he plans that there will be no slow track schools except in so far as poverty provides -- as it does in standard socio-environmentalunacy -- an excuse for educational disgrace.

Britain's pathetic teaching unions reacted with predictable horror to the scheme -- which will close down schools that underperform for three years in a row ('three strikes and you're out' was the Blunkett phrasing). Perhaps Blunkett's terror tactics will one day make teachers start referring to IQ themselves -- and to the need for payment according to how well teaching improves on results that would be expected from their pupils' IQs.

{Blunkett's list of ghastly schools included many from Hull, Liverpool, Sheffield, Middlesborough and Nottingham -- all bastions of Labour governance. One of the several Nottingham sink schools was Glaisdale Comprehensive where pretty and bright-looking 12-year-old Amie Salmon came to national attention last month for being repeatedly bullied by other girls.}

Havel 'asked Albright to seek Czech presidency'

THE American Secretary of State Madeleine Albright has been asked to run as president of the Czech Republic, the land of her birth, according to a former aide to Vaclav Havel. The proposal was put to her by the Czech president and has been discussed by the pair several times, said Jiri Pehe, Mr Havel's former political adviser. "Mr Havel talked with Mrs Albright about it several times while I was working for him. She never said no, though she'd have to finish her present duties first before deciding either way."
    Mrs Albright is likely to step down from her current job in January once President Clinton leaves office, even if Vice-President Al Gore wins the White House. The Czech presidency will become free two years later, when Mr Havel ends his final term. There has long been speculation that he has been trying to entice Mrs Albright to succeed him. ….Although Mrs Albright was born Marie Korbelova in Prague in 1937, her family fled to Britain soon afterwards. She speaks Czech, but is seen as a foreigner….

AFFIRMATIVE ACTION MAY COME CENTRE-STAGE
IN U.S. PRESIDENTIAL CAMPAIGN

Not content with Florida's new plan to provide Affirmative Racism Mark II {McDNLs 25 i, 15 ii, 22 ii}, the Rev. Jesse Jackson is one of a veritable Who's Who of minority rights speakers planning to visit Tallahassee this week for a march against Governor Jeb Bush's One Florida plan. In addition to Jackson, who is president and founder of the Rainbow/PUSH Coalition, other nationally recognized agitators scheduled to speak include Martin Luther King III, president of the Southern Christian Leadership Conference; Kwesi Mfume, president of the National Association for the Advancement of Colored People; Hugh Price, national president of the Urban League; and Patricia Ireland, president of the National Organization for Women.
      Florida plans to guarantee places at its 10 state universities to the top 20% of pupils from any school -- however low-IQ; but opponents wish to keep Affirmative Racism Mark I under which all universities must maintain lower entry standards for Black and Hispanic applicants and thus maintain race quotas on campus. Also at issue is Bush's plan to end set-aside programs in state contracting which dictate that a certain amount of state purchases be awarded to minority-owned businesses. In its place is an honour system among state purchasing agents, whose job security would be based in part on their success in recruiting minority contractors.
      "The Governor of the state of Florida, with a stroke of his pen, has empowered the Board of Regents and the Florida Legislature to do away with affirmative action. We can't just idly stand by and watch this happen," said state Senator Kendrick Meek, D-Miami, in a statement promoting the march. "Civil rights, labor and women's organizations called for the march on Tallahassee in order to physically demonstrate the breadth and depth of support that affirmative action has in the state." The Tallahassee Police Department has preliminary estimates of 10,000 to 20,000 marchers but it is has plans for a possible 50,000. Susan McManus, a political science professor at the University of South Florida, says the march has all the potential for a ``combustible event.''

A geology professor at the University of Oklahoma has triggered a fiery response from students and faculty members by comparing a woman's vagina to a handgun in a letter to the campus newspaper.
      The letter by David Deming, a gun owner and a member of the National Rifle Association, was in a response to a column running in the Oklahoma Daily advocating stricter gun-control laws. Yale University's Joni Kletter had written in the column that "easy access to a handgun allows everyone in this country, including criminals, youth, and the mentally disabled, to quickly and easily kill as many random people as they want." In response, Mr. Deming wrote, "I just want to point out that Kletter's 'easy access' to a vagina enables her to 'quickly and easily' have sex with 'as many random people' as she wants. Her possession of an unregistered vagina also equips her to work as a prostitute and spread venereal diseases. Let's hope Kletter is as responsible with her equipment as most gun owners are with theirs."
    The Oklahoma paper has been flooded with letters condemning Mr. Deming's comments.

LITTLE ROCK, Arkansas -- A local high school football star who went on to become a college All-American and play professionally for 11 years is in jail today for allegedly having sex with girls he met as a substitute teacher. Emanuel Tolbert, 41, was arrested Tuesday and charged with rape and violation of a minor, police said. He is accused of having sex with three girls, aged 17, 15 and 14, police Lt. John Hutchinson said.
    Tolbert, a graduate of Little Rock Central High School, was an All-American wide receiver in 1978 while playing for Southern Methodist University. He still is the university's career leader in receiving yards, with 2,784, and holds the school records for touchdown receptions in a game (four), season (11) and career (25). After college, Tolbert played 11 seasons in the Canadian Football League with Saskatchewan, Toronto, Calgary and British Columbia.
    Tolbert….was arrested after the principal for Hall High School reported that a student said Tolbert had made sexual advances toward her and other students at the school. Tolbert is accused of having had sex with two Hall students and a junior high student. The alleged incidents took place at Tolbert's home and the girls' homes. Tolbert faces a maximum of 10 to 40 years in prison on the rape charge and three to 10 years for violation of a minor.

TOP POP PAED EXPOSED CARING FOR SICK

EDINBURGH -- The 48-year-old drummer of Edinburgh's top pop group of the 1970's, the Bay City Rollers, has pleaded guilty to three charges of indecency including the downloading of four child-pornographic images. When arrested at his Edinburgh home, Derek Longmuir was found by police to have a large stash of pornographic videos, magazines and 6,000 Internet downloadings. He also had a slim and handsome 15-year-old Portuguese boy staying with him.
      Subsequently the youth fled back to his home in a poor area near Lisbon, leaving word that he loved Mr Longmuir. Explaining his large collection of illicit gear to police, Longmuir said it had been purchased legally and left behind by an American friend who was on his way back from holiday in Portugal. Longmuir said he only looked at the images when he was experimenting with Internet use as part of his training to become a psychiatric nurse.
      Until his arrest, Longmuir was working at Edinburgh's famous Sick Children's Hospital in the same neighbourhood as allegedly genocidal Lithuanian landlord Anton Gecas and terminated-but-compensated race-row psychologist Chris Brand.
      Rumours had circulated widely among Edinburgh sexology workers of the late-1970's that the Rollers solicited under-age youths for orgiastic parties. The Longmuir case comes only weeks after Gary Glitter, another 1970s British pop idol, who had been cleared by a jury of molestations involving a 14-year-old girl, was released from prison after serving two months for possessing hard-core child pornography. The Bay City Rollers, led by singer Les McKeown, touched off a craze for all things tartan and flew to No. 1 in the singles charts in 1975 with ``Bye Bye Baby.'' Rocker and actress Courtney Love recently bought the rights to music writer Caroline Sullivan's memoir ``Bye Bye Baby'' about her tragic teenage affair with the Bay City Rollers.
      Longmuir's case is the latest setback for supporters of the Rollers. McKeown was charged with reckless driving after hitting and killing a 75-year-old widow. Two members, including Derek's brother, Alan Longmuir, attempted suicide; former manager Tam Patton was jailed for committing indecent acts with underage teen-agers; former member Ian Mitchell starred in a pornographic movie; and Billy Lyall died from an AIDS-related illness in 1989.
      The creative musician who both entertained and made millions has been remanded for sentencing, which will be undertaken by redhead Sheriff Isabel Poole. Other band members described Longmuir as 'quiet, keeping to himself, a really nice person' but some admitted to the press that they had helped to draw a veil over Derek's penchant for chicken. Longmuir is free on police bail.

PS  On March 24, Longmuir was let off by an Edinburgh court with a sentence of 300 hours community service. The band's former manager Tam Patton was once jailed for committing indecent acts with underage teenagers.

Austrian artist Cornelius Kolig is starring for paedophilia in a contest with the left's biggest current hate figure, non-Government minister and non-Freedom Party leader Joerg Haider. Kolig, a white-haired (though chiefly balded) and genial ectomorph has been condemned by Haider for his paintings which depict human excrement and the naked genitalia of youths. Haider said of the paintings that he deplored "works which abuse the sexual integrity of children." Kolig will presumably be defended by the gay and artistic communities -- allowing them to make up for their shameless cowardice about jail sentences for victimless paedophilia over the past decade.

BANKHEAD GAVE HEAD?

Star actress and sex bomb Tullulah Bankhead has been revealed from newly released government documents to have posed a problem for the U.K. Home Office in 1930. The 'shocking' actress had been reported to be regularly entertaining youths from Eton College and having her way with them in hotel rooms on the Thames. The Home Office dismissed the reports on the grounds that heterosexuality had never before been heard of at Eton. No confirmation of Tullulah's stripping young toffs can be obtained from her diaries. As the naughty starlet once said, "Only good girls keep diaries; bad girls have no time."


Irving versus Lipstadt + Penguin

Square-shouldered and bouncy David Irving made it back into the columns of London's repressive broadsheet newspapers. The key to revived newsworthiness? He had finished his battering daily examination of Holocaust-insistent witnesses about which the media maintained silence for two weeks.
     Despite a packed-out London courtroom, Brits had not been told that Irving often had the defence on the ropes as he argued that some two million Jews died not on Hitler's orders but as the work of "rogue Nazis." However, after a fortnight of silence, the newspapers sprang to attention when the defence at the trial took five minutes to allege that Irving had subscribed to the wholeheartedly revisionist and neo-Nazi aims of the German People's Union and had once stood during a toast to Adolf Hitler at a dinner in a Munich hotel. Replying, Irving said that, while at the dinner for sixteen, where he was guest speaker, he could not in fact have toasted Hitler since, being a teetotaller, he had no glass. "If one has no glass and does not drink, how can one toast anyone?" he inquired.
      Sadly, Irving's opponent, the barely menopausal Professor Deborah Lipstadt, will not be asked any questions about her own historical knowledge (or ignorance) or about her own prejudices and on-the-side dinner engagements. Simply, she has declined to take the stand. Like the London newspapers, she is content that the best-ever trial of Holocaust revisionist ideas should take place by means of a few smears on Irving. Once the author of Rommel and many other works had been made a pariah by Jewish detractors, persecutors, prosecutors and de-publishers, there were few dinners to which he was invited except those organized by neo-Nazi groups.

The trial is meant to concern whether Irving is a proper historian -- as his books reveal him to be* -- or whether defendants were right to accuse him of wholly improper distortions, deceits and unprofessionalism. Just how Irving's precise behaviour at a private function can be relevant to the issue is obscure, except in that defendants wish to blacken Irving's name. Hopefully Irving has reminded the High Court of the many fellow-travelling historians who long underestimated the extent of Stalin's crimes while still preserving their own reputations as 'professionals.'

* Irving's writing is emphatically not that of a sensationalist popular historian, or even of an ideologue. His books show a concern with evidence that would tire most modern British university students; and he maintains impressive impartiality -- allowing, for example, a free play of observations by participants in the Nazi drama as to whether Hitler was or was not, at any stage, barking mad.


'Racism' Today

Allegations of racism are now an extremely attractive method of troublemaking for a disgruntled employee. It would be interesting to know how much money was spent investigating the following allegations until the perpetrator of the hoax came to light.

An Asian police sergeant found guilty of sending racist literature to ethnic minority officers and civilian staff, including himself, has been summarily dismissed. In one of the most unusual disciplinary cases in the Metropolitan Police, Sgt Gurpal Virdi was convicted after a four-week hearing.
    Sgt Virdi, 41, joined the force in 1982 and worked in the Ealing division, west London. He was alleged to have used the police computer system to create two offensive letters, in December 1997 and January 1998. These were sent to black or Asian officers and civilian staff. For the second letter, it was asserted that he logged on to a computer using the password of a young white woman police constable, on whom suspicion fell.
    Sgt Virdi, a Sikh, who has been suspended on full pay since April 1998, has always denied sending the material and is expected to appeal against the tribunal decision. MICHIGAN -- Anti-racist media thought-policing -- As pretty 6-year-old Kayla Rolland, a White girl, was shot dead by a Black classmate who had obtained a stolen gun from his uncle in a flophouse, the US media tried hard to cover up the likelihood that the killing was a Black-on-White hate crime. For 24 hours, American inquirers searched for the truth about the killer's race -- which was only made available to them from Edinburgh. Uncharacteristically, the London Times (2 ii '00) had divulged the race of the young assailant -- albeit only mentioning the information in brackets towards the end of its p. 7 small-print coverage. {A London correspondent writes: "Had the killer been White and the victim Black, we could have expected acres of liberal bigotry anguishing about how "white society" was inherently "racist", with claims that it was that which had led the killer to kill a Black child. The crime would have been treated as indubitably racist. Here, because the victim was white, there was none of this."}

KADUNA, Nigeria (Times 6 iii '00) -- Multicultural mayhem -- Around 2,000 Nigerians are now thought to have been slaughtered in inter-ethnic fighting that left northern Nigeria's biggest town looking like a battleground. Mortuaries have been unable to cope, so mass graves have been used -- though not quickly enough to prevent many corpses of Nigerians from being eaten by pigs roaming the streets. {Few Nigerians today are old enough to recall the slaughter that accompanied the last effort to hold the country together when Biafra attempted to secede in 1967.}

LONDON -- No reconciliation, please, we're British! -- Alleged to have ordered 3,197 deaths and disappearances while saving Chile from civil war in 1973, Senator Augusto Pinochet narrowly escaped British 'justice' which had detained him for 16 months and apparently broken his health. At the cost of UK£15 million, Britain had established that politician-terrorists like Saint Nelson Mandela and the IRA's Gerry Adams would never be free to shop in London, no matter how marvellous a national reconciliation had been achieved with their help in the lands where they had committed their crimes.

WILKINSBURG, Pennsylvania (CNN 3 iii '00) -- Race hate realism -- Black Ronald Taylor, arrested for killing three Whites, was arraigned on charges including ethnic intimidation. Police said Taylor, 39, had "anti-white, anti-Jew" writings in his apartment.

NEW YORK -- Licensed to kill -- While 'civil rights' agitators protested a jury verdict that cleared cops of killing an unarmed African in a hail of 41 bullets, New York police shot dead another unarmed suspect in the Bronx just three blocks from where Amadou Diallo had been killed when he greeted a police challenge by reaching for his wallet. The new death, at the hands of a Hispanic policeman, was of a drug dealer, Malcolm Ferguson, 23 -- claimed by police to have six cellophane-wrapped packets of heroin concealed in his underpants. Ferguson had previously been arrested at an earlier demonstration protesting Diallo's shooting. Former Washington D.C. Mayor Marion Barry told thousands of Black demonstrators to shouts of approval: ``It doesn't matter what your title is in America. If you're black, brown or yellow, you're still just another nigger.''

MADRID (Reuters 3 iii '00) -- 'Third Way' -- A neo-Nazi group has claimed responsibility for starting fires at the offices of three Spanish political parties near the city of Valencia. The ruling Popular Party, the main opposition Socialist Party and the Communist-led United Left each reported offices in Valencia suburbs were set on fire overnight by the group calling itself the Armageddon National Socialist Brotherhood. Petrol was poured under the buildings' doors and set on fire, destroying furniture and documents inside. The group also spray-painted walls with a war axe symbol out of the J.R.R. Tolkien novel ``Lord of the Rings.'' Valencia province is the adopted home of the International Third Position, an umbrella group with ties to far-right groups in several European countries, El Pais newspaper reported last year. Spanish police have made several arrests.

KISSIMMEE, Florida (Court TV 3 iii '00) -- Climb-down by putative race realist -- Pathetically emphasizing he is not a 'racist', sportsman John Rocker publicly apologized to PC high priests for his insensitive comments about minorities and foreigners. He then joined the rest of the Atlanta Braves for spring training. Rocker had called a Latino team-mate a "fat monkey" and deplored New York City as being full of foreign minorities and AIDS-ridden homosexuals. "He has to be more mature dealing with certain situations and dealing with his team-mates," said outfielder Brian Jordan, one of Rocker's most vocal critics. "He's got to learn to control his anger." Rocker is the first major leaguer to be disciplined for speech since 1938 when New York Yankees outfielder Jake Powell was suspended for ten days for disparaging Black Americans in a radio interview.

LONDON (Times 2 iii '00) -- Reparations lunacy -- Thousands of contracts of purchase, in which several billion pounds changed hands, are to be overturned by government plans to have some 300 art works returned from Britain to the estates of original Jewish owners, if families can be traced. The works suspected of being Nazi loot are to be pictured on the Internet in the hope that Jewish people will come forward to demand their return. Most of the works have changed hands several times in the past sixty years. Top Holocaust-punisher Lord Janner of Braunstone said he was delighted that Britain was setting "an example to the world" but did not say whether he wished Israel to return lands taken from Arabs.

COLUMBIA, South Carolina (Reuters 3 iii '00) -- Lolita-lover spurned -- South Carolina legislators blocked a bill that would have established a holiday for Saint Martin Luther King, leaving the state the only one refusing to worship the paedophilically inclined U.S. civil rights leader.

LONDON (Reuters 2 iii '00) -- Rapohysteria -- A nun who lied to police about being raped and horrifically injured on her way back from a Christmas party for the homeless has been facing tough questioning by detectives. The woman who fabricated a detailed enough description of her alleged attacker for police to arrest an innocent man, had inflicted the injuries on herself and lost three pints of blood to gain attention, say police. It is believed the nun had become very drunk and also suffers Munchausen's Syndrome -- involving compulsive lying and an urge to self-dramatisation, frequently by self-injury.

NEW YORK (Reuters Health 6 iii '00) -- Race realism -- Nearly 50 years and numerous advances in civil rights have not narrowed the gap between the death rate in Blacks and that in Whites, which was the same in 1995 as it was in 1950, a University of Michigan researcher reports. While the overall death rate for African Americans has declined, for several causes of death -- including cancer, diabetes, suicide, cirrhosis of the liver and homicide -- it has increased. In addition, Black men are nearly six times more likely than White men to die of AIDS.

WHITES BLAME THEMSELVES FOR LIMPOPO FLOOD TRAGEDY

Who could be blamed for the Mozambique flood disaster by the oh-so-clever British media? Thanks to their base in Johannesburg, TV people had managed to send their camera crews into Maputo [aka Lourenço Marques] ahead of politicians, rescue squads and humanitarian whingers. The possibilities were to blame the troubles of the mineral-rich and evidently water-rich country on:

  1. Mozambiquis -- for setting up a Marxist regime and kicking out their 220,000 Portuguese settlers as soon as they had won their independence after the military coup in Lisbon of 1974. Subsequently Mozambique turned itself into a guerrilla base for overturning White rule in Rhodesia [now Zimbabwe] and South Africa, thus inviting and receiving counter-insurgency.
  2. Mozambiquis -- for continuing civil war among themselves till 1997, making their country one of the very poorest on earth.
  3. Mozambiquis -- for remaining throughout one of the world's most backward countries where the majority of the people believe in Animist superstition and paranoia is institutionalized as a way of life in every village.
  4. Black Africa -- for using many of its local helicopters for Black-on-Black warfare in the Congo. (The only available helicopter teams available were the nearly-all-White teams that remain as vestiges from pre-Black-rule days in South Africa.)
  5. The West -- for destruction of the ozone layer and thus world-wide global warming leading to, er, excessive rainfall on, er, the Matopo mountains of Zimbabwe.
  6. Britain -- for letting Mozambique get into debt. (In fact, Chancellor Gordon Brown told all third world countries last year that they would be let off their debts to Britain so long as they did not conspicuously encourage paedophile tourism or ethnic cleansing.)
  7. Britain's Ministry of Defence -- which said it would need to be paid UK£2 million to deliver a substantial helicopter contribution. (In fact, Mozambique is -- like Alaska, the Amazon Basin or Ceylon -- a quarter of the way round the world from Britain, which itself long ago withdrew from imperial responsibilities beyond Gibraltar to the acclaim of the left. The MoD would have needed to rent helicopter transports from private firms, that alone costing UK£750,000. Recently, the MoD has been much in the news, after years of post-Cold War government cutbacks, for failing to supply British soldiers in Kosovo with workable guns, radios, sleeping bags, condoms etc.)

Yes, you got it! In a happy conspiracy, left-wing Government 'aid' minister Clare Short gave the BBC a hint she had had a row with defence minister Alastair Hoone; and in no time at all normal 'White guilt' service had been resumed -- even though British donations to charity for the land of the lucrative cashew nut had gone through the roof, and though the West had by Friday pledged UK£20,000,000 in aid to Mozambique, compared to a grand total of UK£20,000 offered by the whole of Africa.

Asked to explain Britons donating UK£8 million for Mozambique in a week when their government had failed to get a single helicopter to the place, the top social psychologist, Oxford's Emeritus Professor Michael Argyle was asked by the BBC to explain the phenomenon (BBCR4UK 5 iii '00, 09:05). Despite his years of official academic belief in the responsiveness of human behaviour to conditioning (especially to 'social skills training') Argyle reached unashamedly for the work of William McDougall and announced altruism to be a social instinct that was certainly innate.

As thousands died in Nigerian inter-ethnic fighting (northern Muslim Hausa versus southern Christian Ibos), questions arose as to why, half a century after Western colonialism ended, African energies are not more constructively used. Likewise, why Muslim countries are so unattractive to Muslim refugees/emigrants/asylum-seekers (most recently from Afghanistan, but over a generation from Pakistan and Bangladesh) was raised by a caller to BBC's 'Any Answers?' programme (which follows the weekly 'Any Questions?'). The interesting question was swiftly deemed offensive/insensitive/personally obnoxious/repellent/inappropriate/racist by Chairman Jonathan Dimbleby, PC, and the caller was cut off.


Political Correctness

A star McDNL supporter, Robin Clarke, tuned in to a heavyweight BBC discussion about PC and was amazed. A Guardian lady columnist on the 45-minute programme -- which calls 'witnesses' who are quizzed by a panel of four -- was able to get away with the assertion that people who worry about PC are troubling themselves about "phantoms."

Dear Friends,
                         Today, BBC Radio 4's Moral Maze was about Political Correctness. Among other things, the idea was put forward that PC involves an oppressive regime of authoritarian censorship and thought-policing. To which Polly Toynbee and others challenged with the question of where was the evidence for this alleged oppressive censorship. At no point was any response offered beyond a mention of a police officer who had used the phrase "black bastard" and had been sacked therefor.
    Well, the bizarre irony is that right there in that programme we saw the effects of this oppressive regime. Why didn't they call as witnesses anyone who could actually tell them the truth of the matter?
    Like for instance, Chris Brand, whose book The g Factor was de-published by John Wiley in 1996, and who was subsequently corruptly dismissed from the "University" of Edinburgh for stating important facts within his own academic field. And when six professors sent letters of protest to several "quality" London newspapers, not one of them got published.
    Then, in London last year, an international conference on genetics and behaviour had hardly begun when PC thugs intervened and the police were called in, not to restrain the oppressors, but instead to enforce the cessation of the conference. This all too characteristic victory of brute force over intellect was barely mentioned in the "quality" press.
    Last week the Guardian did manage to publish a letter from me asserting that PC was a virulent ideological censorship, but it omitted absolutely all the evidence included in the short original which I had sent to them. Which of course leaves readers to suppose that I was just another of those fantasising P-inC nutters.
    You will NEVER get any hint of various crucial facts about society from the heavily-censored media in the UK. For instance that racial differences in ability are not some theory, but rather are very firmly established (and policy-relevant) facts from which all objections have been thoroughly disposed over the decades. You'll never hear about Jean Phillippe Rushton's important book on reproductive strategies and race. You'll never hear even the slightest intellectual challenge to the wisdom of the insanely reckless adventure of multiculturism, which is destroying the great wealth of human cultural and genetic diversity (and local-adaptedness), and making the world an increasingly unsettled and unsettling place for its inhabitants, particularly for the increasing number who do not belong anywhere. Just one measure of this tragedy is that among people of West Indian ancestry in the UK, schizophrenia is ten times more common among those born here than among the first generation immigrants. (And you'll never hear about the stuff on my website.)
    Besides further evidence of which I am aware, it is in the nature of a heavily censorious regime that you will tend never learn about much of what is censored, not to mention the self-censorship which goes on. And let's not delude ourselves that "universities" and "professors" any longer have anything to do with education, truth, competence or integrity!

Yes, Robin, that BBC panel's repression of any actual instances of PC at work was most interesting. They did not even recall the case of Professor John Cottingham, the distinguished Descartes expert at the University of Reading who was hounded for a year by two feminazies for alleged 'sexual harassment' at a Philosophy Department beano in 1996. Cottingham, in tears, was cleared by a court in July 1997, but not before his wife had announced she was abandoning her lifetime commitment to feminism.
    Doubtless Polly Toynbee would say 'that was not PC at work, that was just two spiteful and power-crazed lesbians who had nothing at all to do with PC and just fancied teasing a pompous old fart by taking their tits out once they had agreed to a sherry in his study, and telling him they liked being gang-banged and when would he start.' Likewise, it suits the PC brigades to say I myself was not dismissed from Edinburgh LUniversity for my views on IQ and race but for a 'disgraceful statement on the Internet about paedophilia' (even though I made my Internet statement about paedophilia only after I had been suspended). Again, Moral Mazers probably say the disruption of the Galton Institute's conference in September 1999 {see McDNL ix '99} was not a case of PC but an understandable marker being put down by enthusiastic young handicapped campaigners against Nazi eugenics.
The rule is: Whenever PC shows its face, it says it is not PC. Obligingly, even critics of PC are too embarrassed to remember names like Cottingham's, the Galton's or my own -- in all of which cases the supposed anti-PC crusaders themselves did nothing and just said 'well, the matter will just have to be decided by the proper authorities.'
    The latest UK don to come under attack from his students and university for his views is Frank Ellis, a lecturer in Russian and Slavonic studies at the University of Leeds and long-standing Cold Warrior (Guardian 2 iii '00, Stuart Miller). Ellis's offence is to be planning to attend a conference of the US nationalist-conservative American Renaissance movement. The biennial event is described by anti-fascist campaigners as 'a glorified three-day rally bringing together the scientific racism movement.' Ellis was one of the first to write to the British press condemning Wiley De-Publisher over its withdrawal of The g Factor in 1996. Now the Guardian claims to have "uncovered" Ellis's far right involvement with the help of "the anti-fascist magazine Searchlight." Mr Ellis's speech was scheduled to attack what he termed the "racial hysteria" in Britain since publication of the Macpherson report on the bungled police inquiry into the murder of the Black teenager Stephen Lawrence {see McDNLs Spring '99}. In the right-wing magazine Right Now, Frank Ellis has spurned egalitarian extremists, in an article attacking the hypocrisy of equal opportunity theory. Citing the Hollywood film, White Men Can't Jump, Mr Ellis reflected: "What, I wonder, would be the reaction of the equal opportunity commissars to a film with the title No Black Society has Ever Produced a Written Language or Mathematics?" In fact, Frank Ellis's trenchant condemnations of PC are well known.* His new provocation is to have agreed to lecture an organization sometimes addressed by people 'having links to' the Ku Klux Klan. Once more, pointing that out and condemning it and suggesting Leeds fire him will be considered by the Guardian a very proper witch-hunt against a dangerous man who should be hounded from public life. Of course, it has nothing whatever to do with PC….

Will ethnic enclaves provide a solution to the likely coming contests between PC-multiculturalist and xenophobic-nationalist thoughtways? Some Muslims apparently think so. According to Clifford Longley (Daily Telegraph 25 ii '00), some Muslims "fancy ideas of separatism and withdrawal into Sharia-run Muslim ghettos in European cities. There are Muslim movements in the West which advocate nothing less."

Remarkably, high-PC Canada has come to the fore in allowing one of its regions to maintain ethnic distinctiveness. Steve Sailer has told Human Biodiversity groupers:

"In Canada, interestingly, the central government has ceded to Quebec much of its control over who gets to immigrate from foreign countries to Quebec, which lets Quebec preserve the ethnic balance within its province. [Any similarities between this and Haider's views on immigration are not imaginary.]"

So why not just let Austria's coalition government do its own thing? Especially when it is Austria that is an advanced capitalist democracy that happens to border on the sorry problems of the former Communist world, so will thus receive the brunt of poverty-driven attempts at immigration.

In fact, Joerg Haider poses a bigger problem -- a problem to Brussels itself. Having ostracized Eurosceptics, Brussels now finds these critics have made their home not only in the British Conservative Party but in Continental parties that are unashamedly far-right. According to recent surveys, the voter potential for a Haider party in Germany, for example, is now around 15%. (As many as 36% of Germans say they share in full or in part Haider's world view.) In the past, Helmut Kohl's Christian Democratic Union succeeded in scooping up and pacifying elements on the unsavoury right. It's a task Edmond Stoiber still has in mind as the Bavarian governor and leader of the CDU's Bavarian sister party pursues his ambition to become Germany's next chancellor. But the decimation of the Christian Democrats, embroiled in the fund-raising scandal that began with the former chancellor, may be opening the door for a reconfiguration of the German political landscape. This is what Brussels fears: a long overdue debate on the future of the European Union.

State College Seized by Radical Feminist Professors

THE STUDENTS at Framingham State College are being "brainwashed in leftism and multiculturalism" by radical feminists who have taken control of the school, according to what many professors tell Massachusetts News. "They have put into place a political culture that is educationally corrupt and operates by bureaucratic tyrannies one associates with Stalinism and anti-utopian novels like 1984," according to the professors. They say it is typical of what is happening at all of the state colleges in Massachusetts.

THE PROBLEMS at Massachusetts state colleges came into public awareness after a popular English professor, Dr. Eugene Narrett, was dismissed in 1997 because of what many believe were his conservative political beliefs. He is now a lecturer at Boston University. He is currently suing the school….for violating his free-speech rights. He taught at the college for four-and-a-half years. {The ACLU is helping with the lawsuit on condition that Narrett does not sue the teachers union.}

Narrett began teaching at FSC in the spring of 1993. However, he kept his political beliefs very quiet until he began writing in off-campus newspapers and magazines after a year-and-a-half. The reprisal was worse than he expected. "The extent of self-censorship in academia may be one of the biggest untold stories of our time," he says. A former colleague of Narrett, who wishes to remain anonymous even though he is chairman of a department, shares that view. He explained to Massachusetts News: "I tell people who are non-tenured: If you're a conservative person, you might as well assume you're giving up your first amendment rights for six years. If you don't play on the right team politically, then you could very well be out of here. Eugene was told he would have the first tenured position that became available. Eugene, though, was not the type to stay quiet long; he had to speak his mind. He did so in the newspapers and I think he paid the price…."

The end seems to have come for hardcore, Hillary-Clinton-style environmentalunacy.

Following positive reviews of John Bruer's book, The Myth of Early Experience (Science 8 x '99, Nature 14 x '99 and New Yorker 10 i '00 -- all summarized in McDougall NewsLetters Winter 1999/2000), top US social-developmental psychologist Jerome Bruner has now added his own six pennorth of applause in the New York Review of Books.

So what persuades Bruner of the anti-environmentalist case that he has often appeared to resist?

It may surprise his traditional fans, but Bruner takes on board the proposition {cf. Chris Brand for London's Social Affairs Unit in 1987} that all children need is choice -- so they can at any stage move on from unsatisfactorily boring arrangements. Bruner doesn't mind seeing more research into early 'deprivations', but on the evidence so far -- competently summarized in The Myth of Early Experience by an author who has given a lot of his own time and money to trying to help the 'deprived' -- Bruner has no doubt: "much of the worrying [of people like Hillary Clinton, and of Bruer himself until his conversion in the face of the evidence] is misplaced."

It is hard not to sympathize with the psychoanalyst who tried to loosen the shackles of eros and thanatos and pioneer what became the 'postmodern' idea that we all invent ourselves as we go along. For his trouble in identifying what is no doubt one part of the human story, Eriksen found himself vilified by:

A Cambridge psychologist has followed up last autumn's news that autism can be quite handy if, as occasionally, in mathematicians, it is combined with a high IQ {McDNL 5 x '99}. Developmental researcher Simon Baron-Cohen has studied three top-flight mathematicians (including prize-winning Richard Borcherds) who apparently have Asperger's Syndrome, i.e. apparent autism combined with superior verbal intelligence.
      Compared to fourteen matched 'normals' the mathematical geniuses were notably deficient in their command of 'folk psychology.' This is a 'handicap' for which they and the world can probably be profoundly grateful. The 'autistic', or 'bohemian' condition was thought by Raymond Cattell to be part of 'Independence', as opposed to Group Dependence / Subduedness. That Cattellian dimension, which yields a marked sex difference, is one of the five dimensions of human psychological variation beyond g that are summarized in Chapter I of The g Factor (Wiley DePublisher, 1996).

Cannabis has now been backed by hard scientists as providing relief for sufferers from multiple sclerosis. According to a paper in Nature from researchers at London University's Institute of Neurology, dope reduces rigidity and tremors in mice having an equivalent of human MS. Yet legalization may still not take place. Apparently, the killjoy scientists are now planning to extract the vital anti-MS factor from marijuana so that it can be administered without MS sufferers enjoying the other psychological benefits of the weed.

There is no more central characteristic of British socialists than their hostility to educational selection. Ever since the nationalizations of the 1940's produced no heaven on earth, Britain's socialists have looked to 'comprehensive schools', involving a complete mix of IQ levels, to provide an alternative to the egalitarianism and feeling of community once provided by the Christian religion. But now, despite a Labour majority of 200 seats in the House of Commons, Britain's oldest grammar school has been saved from efforts by Labour egalitarians to turn it into a comprehensive.

Parents in Ripon, Yorkshire, have voted by 2-to-1 to preserve their local grammar school. Ripon has two secondary modern schools alongside its grammar school, and parents of all the town's children had the vote -- which was thus a vote of confidence in the adequacy of the secondary modern schools for their own pupils, as well as a vote for retaining the selective grammar school.

From London, junior Government education minister, Estelle Morris, proclaimed the result as a success for Mr Blair's policy of localizing such decisions; and she suggested that to continue arguments about selection would be 'a distraction' from the Blair government's concern to raise standards all round in education. But local lefties in Ripon complained that votes in the ballot had been allowed to parents who had already despaired of dumbing down at the grammar school and paid for their own children to attend private schools; and a top BBC interviewer, John Humphrys, was prepared to echo this complaint even though parents who use private schools still pay taxes as if they were using the state system.      

{Throughout Labour ranks there will be weeping and gnashing of teeth at the ungratefulness of electors -- on whom socialists have been foisting comprehensive schooling since 1955, reducing to 164 Britain's stock of state grammar schools. Ripon is the capital of scenic North Yorkshire -- far away from the grime and Scargillism of Sheffield, Barnsley, Doncaster and Huddersfield. The vote gives selective education in Ripon a reprieve for five years. After that time, petition by just a few hundred parents will be sufficient to trigger another vote -- as can happen in any other area of England where a state grammar school still exists. A Times leader noted the terrible bitterness that marred the Ripon campaign as lefties from the national Campaign for State Education tried to argue that Ripon's two secondary modern schools were useless -- even though one recently achieved status as a City Technology College. The paper expressed the hope that Labour would discourage other areas from seeking ballots (which can be triggered if 20% of local parents so petition).}

Explaining his Department's post-Ripon advice that Labour should "bury the debate about selection" since this only distracted from its campaign to raise standards, blind Education Minister David Blunkett enraged Old Labour people -- notably the now popular ex-minister, Roy Hattersley. In 1995, Blunkett had won applause at Labour's annual conference when he said as Shadow Secretary for Education "Watch my lips!" {Audience laughs.} "No selection -- either by examination or interview -- under a Labour government!" {Audience claps wildly and whistles approval.} Questioned by the Sunday Telegraph about his conference promise, Blunkett replied he had been joking -- as indeed he had, somewhat strangely, in using the famous words of George Bush which are usually recalled precisely because they proved deceptive. Anyway, Old Labour figures were not at all amused, dismissing Blunkett's explanation as "crass." Nor were schoolchildren: for Blunkett accompanied his attempted climbdown over selection with a promise to add two hours to the school day -- keeping boys at school till 5pm for music lessons, supervised homework and political indoctrination ooops citizenship classes. The anger triggered by the Ripon vote and Blunkett's too-ready acceptance of it came just as Old Labour stalwarts were already tempted to support 'Red' Ken Livingstone to be Mayor of London {McDNL 7 iii '00}.

Attempting to placate Labour's egalitarians and any others who like to believe what they are told at party conferences, spin doctors from Labour's London Millbank HQ subsequently announced that, in 1995, Mr Blunkett had actually meant to say that there would be no further educational selection if Labour came to power. Mr Blunkett obliged, saying the conference vote had been on a knife edge and that this accounted for his mistake. But teachers' union leader Nigel de Gruchy said Labour was guilty of ratting on its egalitarian election pledge, had engaged in "sleight of hand" in entrusting the final destruction of Britain's grammar schools to parents, and would now "pay the price" -- presumably exacted by himself and his members. For Old Labour, ex-Minister Roy Hattersley continued his unprecedented condemnation of the Government: 'First we are told that Blunkett's 1995 promise was just a joke. Then we are told it was a mistake. This raises serious questions about probity.' Old leftie Dame Barbara Castle (sidekick to Prime Minister Harold Wilson while he began wrecking the British economy in the 1960's) said she was shocked by Blunkett's retreat from his promise and that New Labour was now in "very dangerous" territory.

At this point, up popped junior government minister Peter Hain to say New Labour's current problem was chiefly one of "communication" -- with its own rank and file. Apparently the largest collection of PR persons, spin doctors and focus group leaders ever assembled in British politics had failed to explain the Government's philosophy and achievements to Labour's own supporters.

Asked what New Labour's philosophy actually was, the Government's Leader of the House of Commons, Mrs Margaret Beckett told the BBC it was 'good economic management with fairness and more money for hospitals and education' -- a reply that could easily have been given by most Conservative politicians of the post-war period and which was unlikely to rouse Labour faithful from what Mrs Beckett agreed was their current "apathy."

The organization 'Say No to Selection' says it will continue campaigning -- hoping for better results for itself in Trafford and Kent than it achieved in Ripon.

{The insensitive Blunkett gaffe comes after a winter of mounting discontent within New Labour: a government minister resigned, a by-election in Wales was lost, hospitals overflowed during a bronchitis epidemic. Labour is also thought likely to lose its seat at the current by-election in the horse-racing town of Ayr, Scotland, where its sodomy-at-sixteen policy has no resonance with voters. Entrepreneur Brian Souter (see McDNL 18 i '00ff.), who was personally criticized by Tony Blair during the latter's visit to Scotland, is paying for a leaflet drop to the entire 56,000 electorate.}

LONDON (Times 11 iii '00) -- To Mr Blunkett's great embarrassment, the "super-head" put in to rescue a failing London multicultural comprehensive school has resigned and said the job was too much for him. Though paid UK£70,000p.a., double the normal salary for a head teacher, and having a new team of enthusiastic young teachers to help him, whizkid Torsten Friedag pulled out from Islington Arts and Media School (formerly George Orwell Comprehensive). His sudden departure casts a shadow over Blunkett's much touted Fresh Start initiative that was to re-label useless schools and introduce the New Labour values of WORK, WORK, WORK and ASSESSMENT, ASSESSMENT, ASSESSMENT. (These have been substituted for Mr Blair's 1996 promises of EDUCATION, EDUCATION, EDUCATION and FAST TRACK LEARNING.) Nor is Mr Friedag's an isolated case. In the past year, teacher recruitment in England has been down by 15% -- probably reflecting the fact that teachers are made to take the blame for school failures even when low IQ and local commissars' requirements for mixed-ability teaching are the main problems.

LONDON -- Many Conservative, Liberal and Old Labour voters have joined bizarrely to give 'Red' Ken Livingstone a massive 55% opinion poll lead over Blairite stooge Frank Dobson in the race for Mayor. Britons like plucky underdogs, and Livingstone provides for the moment the natural home for all protest votes.
      Faced with such irresponsibility, Government ministers took to repeating that New Labour stood for business, low inflation, low taxes, law and order, family values and NO BEGGING by Albanian gypsy 'refugees' who suckle their infants on the Tube, knock down 67-year peeresses outside Harrods, demand money with menaces of throat-cutting, spit at railway officials and expose their pudenda to police called to arrest them (Daily Telegraph 9 & 10 iii '00).
      Two months of bitter campaigning lie ahead before the election takes place. At present Mr Dobbin has a Black (well, marginal) running mate, Mr Trevor Phillips. Whether this slight encumbrance to Dobbin's Old Labour authoritarianism can be ditched or gagged remains to be seen. Labour spin doctors have told Dobbin his only hope was to change his image by shaving off his beard; but Dobboe, 60, told them, "Get stuffed."

{Logically, New Labour could now ditch Old Labour and ally with Conservatives -- though hopefully Conservatives would have enough spunk to demand the dropping of PC 'anti-racist', anti-male and anti-paedophile tyranny in any such pact. Already New Labour has developed the habit of rewarding Europhile Conservatives with plum jobs. And Dobson's first reaction to Livingstone's poll lead was to accuse his rival of not caring about crime and 'only talking about racism and corruption in the police' -- a remarkable statement after a year of the Government itself accusing the Metropolitan Police of "institutional racism." However, Labour sages are advising Mr Blair simply to distance himself from the election -- isolating Mr Dobbin, waiting for him to collapse in a psychiatric heap, then declaring Livingstone the Labour candidate. Already, word has gone out from Labour's Millbank HQ that Labour members who put up posters in their windows for Mr Livingstone must not be persecuted. "We are not going to get heavy," said one spokesperson.}


History of Eugenics

Although he was never given an IQ test, an American Red Indian was compulsorily sterilized as a 'moron' at age 18 in Michigan of 1944. Now, Fred Aslin, 73, is to sue. Like some others (e.g. some 'mentally subnormal' people long hospitalized in Scotland and discovered in the 1970's to be of normal IQ), Aslin has quite possibly been done a serious injustice.
    Aslin's mother had been deserted by her husband and found herself unable to raise her nine children, so they were all taken into care by Michigan authorities. As for some 60,000 similar Americans between 1930 and 1960, sterilization was performed on the entire Aslin sibship at 18. The policy was doubtless sensible enough in general, but lamentably insufficient attention was paid to some individual profiles -- and in Mr Aslin's case no psychometric data were even collected despite IQ tests being in widespread use by 1944.
    After sterilization and release from state 'care', Aslin served in the Korean War then became a farmer and a step-father who helped successfully to raise two children. Now he has discovered that he may never have been so retarded after all. Some of the Michigan records actually refer to him as having been of "above-average academic abilities."
    The McDougall NewsLetter wishes Mr Aslin well with his complaint that he was never properly assessed by those who moved to sterilize him -- probably on the inadequate grounds that he was uneducated, dirt poor and of mixed race as a Phippewa Indian who had little support from his own tribe.
    Hardly any conceivable statute of limitations could apply in this case. Despite years of inquiry, Mr Aslin has only recently been able to discover that the authorities of 1944 acted despite contradictory reports on his mental abilities, and apparently without proper psychometric evidence. America's obligations in its eugenic programme were to ensure that decisions were reasonable; and to be able to produce to any proper authority the reasoning that was used. America may well owe Mr Aslin an apology -- one that will hopefully be echoed by apologies from Russia and China for the millions of people whom they executed as 'traitors' for much less reason during the same period.

{Michigan was the home state of the splendid John H. Kellogg who made his fortune from Kellogg's Cornflakes. In 1914, Kellogg had sponsored a U.S. conference on Race Betterment. Today, an Oxford college bears his name -- hopefully with understanding, reasonable pride and the proper concern for individuals on which the humanitarian Kellogg would himself have insisted.}

Aetna Weighs Apology, Payment Over Slavery Charges

NEW YORK -- Aetna Inc., the No. 1 U.S. life and health insurer, is considering making an unprecedented public apology and restitution payment over profits it made from insuring slaves in America 150 years ago.
    The life insurance policies, issued in the 1850s, were one of the first lines of business underwritten by the Hartford, Connecticut-based insurer, which now has 47 million customers worldwide and annual revenues of $26 billion. Payments on the policies were due to slaves' owners, not the slaves' families. An apology from Aetna would be the first from an American corporation over its involvement in slavery of black Americans.
    ``By insuring the lives of human beings in the way that we insure industrial machinery, Aetna profited from this crime against humanity,'' said Deadria Farmer-Paellmann, a 34-year-old lawyer and activist who has single-handedly petitioned several U.S. corporations to apologize for their involvement in slavery. Her demand for an apology and restitution comes as victims of Nazi persecution and their descendants are negotiating compensation payments from German companies over slave labor charges and unpaid insurance policies. ``These profits (from slave policies) have helped Aetna to become a multibillion-dollar corporation today -- they have a moral obligation to apologize and share that wealth with the heirs of the Africans they helped maintain in slavery,'' she said.
    A spokesman for Aetna, which is concentrating on its response to an unexpected $10 billion takeover offer, said the company was considering an apology. ``Aetna has long acknowledged that for several years after its founding in 1853, it may have insured the lives of slaves. We express our deep regret over any participation at all in this deplorable practice,'' said Aetna spokesman Fred Laberge. ``We want to make clear that we take this matter very seriously, and we are actively engaged in determining what actions might be taken,'' he added.
    Farmer-Paellmann said, however, that Aetna officials told her this week the company would make a public apology and was considering increasing its sponsorship of university scholarships for black Americans as a means of restitution. She said the giant insurance company did not mention a specific amount of money it intended to offer, but said she hoped a payment might reach hundreds of thousands of dollars.
    Farmer-Paellmann started her campaign after she unearthed two slave life insurance policies dating from 1854 and 1857. Although slavery was not abolished in the United States until 1865, and so insuring slaves was not illegal, Farmer-Paellmann said slavery was largely considered ``immoral and a crime against humanity'' in the 1850s. She said, ``I hope Aetna will join a growing international trend of atoning for one's past crimes against humanity.'' Farmer-Paellmann said she hoped to establish a trust to hold restitution payments from companies to be used to improve the living standards and education of black Americans, along the lines of a plan drawn up in the book ``The Debt: What America Owes to Blacks,'' by the writer Randall Robinson. Farmer-Paellmann said her next corporate campaign target was the No. 8 U.S. banking group FleetBoston Financial, on the basis of her claims that one of the company's units made profits from slave trading after it was made illegal in 1794. Farmer-Paellmann said FleetBoston told her it was considering her request for an apology.

ROME (BBCR4UK 12 iii '00) -- Pope seeks top job in PC -- The Pope, 79, has apologized to Protestants for 'the excesses' of the Inquisition, to Muslims for the Crusades, to Jews for Church failures to help more victims of Nazism and to women for depredations that have yet to be specified by the media. No monetary compensation was mentioned; and the Pope disappointed some by not being more specific in his apologies. Apparently, the Pope hopes to set the record straight and 'move on' without embarrassment. However, the Pope has suffered for several years from Parkinsonism and, though his condition is controlled by Levodopa, his critical faculties are largely destroyed. A Jesuit academic told the Sunday Times, "He can no longer listen or communicate." It is not yet clear whether, scripted by his minders, the pontiff will next apologize to Blacks for slavery, to the Catholic Church for the doctrine of Papal Infallibility that in 1870 put an end to any possibility of re-uniting Western Christendom or to the world for his refusal to countenance birth control even for Africa.

No reparations seem likely to be made by the Clan Campbell about what is widely taken to be its treacherous murder of 38 members of the Clan MacDonald at the Massacre of Glencoe, in 1692. In a new, official history, the Campbells claim to have tried to get their guests out of harm's way but there had been a failure of communication.

Fresh hope also beckons that the British Army may have little to apologize for over the controversial Bloody Sunday killing of Catholic/Nationalist demonstrators in Londonderry of 1972. Relatives of the 11 demonstrators killed now believe that the trouble started because a British squaddie accidentally discharged his gun into his own foot. As he collapsed in what all agree was a very tense situation, other soldiers presumed he had been injured by the IRA and proceeded to open fire on suspected snipers.

OBERLIN, Ohio -- Since her "miracle" daughter was born eight years ago after several miscarriages, friends say Cynthia Stewart followed her everywhere with a camera, taking thousands of photographs for family albums. Last summer, a roll of film containing several shots of Stewart's daughter in the bathtub were seized by employees at a photo lab who decided they were "pornographic" and turned them over to police. Today Stewart, 48, faces criminal child-endangerment charges, and whether the family needs state supervision is the subject of a parallel court case. Hundreds of miles away, a 65-year-old New Jersey grandmother was arrested earlier this month on similar charges -- for taking nude photographs of her young granddaughters.
    …."It's the witch hunt of the 21st century," said Amy Wirtz, a lawyer representing Stewart, whose photos included pictures of her 8-year-old daughter in the bath. "They persecute parents out of fear of pedophiles." [A policeman] said the girls are "in a naked state [in all the images] and in a number of poses the genitalia is evident." ….the controversial photos, most of which show the girl from the waist up rinsing herself with a showerhead, innocently document the stages of taking a bath. ….The American Civil Liberties Union (ACLU) of Ohio filed a friend-of-the-court brief on [the mother's] behalf attacking the state law used to prosecute her as "so vague and overbroad" that it puts all Ohio parents who take innocent photos of their children at risk. …."There is a gradual building of panic about sex," said Katha Pollitt, a columnist for The Nation, who wrote in support of Stewart, a longtime friend. ….Attorney David Ruhnke -- who successfully defended a New Jersey father, Ejlat Feuer, charged in a similar 1994 pornography case -- said even if these current cases do not go to trial, the damage to the families already has been done. Charges eventually were dropped against Feuer, a photographer from Bernardsville, but Feuer and his family were seriously traumatized by the ordeal, Ruhnke said.

She declined to speak with The Associated Press, citing attorneys' advice. People elsewhere have contributed $35,000 to her defense. ….A courthouse rally last month attracted more than 70 Stewart supporters, and a candlelight vigil drew more than 200. Air Force Officer Found Guilty
Of Molesting Two Underage Girls

HURLBURT FIELD, Florida -- An Air Force helicopter pilot honored for leading a daring rescue off Iceland was found guilty at a court-martial Friday of repeatedly molesting two underage girls. Col. James A. Sills, 48, was also found guilty of assaulting his estranged wife, having an unprofessional relationship with his secretary and lying to investigators. He faces up to 34 years in prison.
    The eight senior officers on the court-martial panel deliberated for 13 hours. They were to hear further testimony before sentencing Sills, who also could lose rank, pay and benefits and be dismissed from the Air Force.
    Sills showed no emotion as the verdict was read. The 6-foot, 6-inch pilot, in his blue dress uniform with rows of decorations on his chest, towered over a civilian and two Air Force defense lawyers who stood alongside him. Sills was acclaimed for leading two helicopters through stormy weather to rescue six seamen who had abandoned their ship off Iceland in 1994. Sills and the other airmen were awarded the MacKay Trophy for the year's most meritorious Air Force flight.
    One alleged victim testified during the two-week trial that Sills groped and fondled her repeatedly over a 10-year period, starting when she was 10. The girl, now 21, also alleged he once had oral sex with her. Her allegations cover a period when Sills was stationed at Scott Air Force Base, Ill.; Keflavik Naval Air Station, Iceland; and Hurlburt Field, where he was a squadron commander.
    The second alleged victim, now 22, accused Sills of groping, fondling and masturbating in front of her on boating trips in 1991, when Sills was stationed in Illinois. She testified the first alleged victim was present at the time.
    Defense lawyer Drew Pinkerton argued there were "terrible, terrible inconsistencies" in the prosecution's case, based solely on the women's accusations, which Sills denied. Sills said one of the girls twice kissed him when he didn't expect it, once mashing her braces into his lips.

Florida Court Hears Plans to End Racial Preference

TALLAHASSEE, Florida -- Affirmative action opponents asked the Florida Supreme Court on Monday to approve ballot language on proposed amendments to the state constitution to end racial preferences in education, hiring and contracts. The seven-member court could take months to make a decision on the proposals, known as the Florida Civil Rights Initiative. If approved supporters would have to get more than 435,000 voter signatures to put them on the November ballot.
    Florida law requires state Supreme Court review of each proposed amendment to ensure ballot language is clear and accurate, and that each amendment deals with only a single subject. Justices do not rule on the merits of a proposal.
    Proponents, a group led by California businessman Ward Connerly, say the amendments ending racial, ethnic and national origin preferences in education, hiring and state contracts would level a playing field that has tipped too favorably toward minorities. ``(The state and federal constitutions) have been construed in a number of instances over the past 40 years ... to prohibit deprivation of rights of minorities ... but not to prohibit preferences in favor of those classes,'' Thomas Ervin, an attorney representing amendment proponents, told the court. ''These provisions would eliminate such preferences.''
    Connerly's group has been successful in passing similar legislation in California and Washington. ``The use of discriminatory preferential treatment programs is a form of discrimination,'' Sharon Browne, an amendment proponent, told the court. ``Preferential treatment is really the flip side of the discrimination coin.''
    Opponents said the amendments are misleading in that they do not explicitly state that they would end affirmative action in a particular area. They also charge that the amendments would make sweeping changes to all branches of government, an impact that is not reflected in the ballot language. ``If in fact these petitions are approved, courts would not be able to give relief, not even as remedies based upon past discrimination,'' said Joseph Hatchett, attorney for Florida Representing Equity and Equality, a group opposed to the amendments. ``If that's true, every one of these petitions must fail because there is not a single thing in any of these petitions that says anything about affecting the jurisdiction of any court,'' Hatchett said.
    The court arguments came one day before thousands of marchers were expected to gather at the state capitol to protest Florida Gov. Jeb Bush's plan to eliminate many traditional affirmative action protections. Bush's One Florida Initiative ends set-aside programs in state contracting that require a certain amount of state purchases to be awarded to minority-owned businesses. In its place is an honor system among state purchasing agents, whose job security would be based in part on their success in recruiting minority contractors. Bush's initiative ends racial preferences in college admission at the state's 10 public universities, but guarantees admission to the top 20 percent of graduates from each Florida high school. The Florida Civil Rights Initiative calls for more drastic changes than the governor has proposed.
